Stability in Mexican educational policy

Abstract

In order to identify the contextual factors that have guided the stability of Mexican educational policy, this research incorporates institutional and political perspectives and is supported by punctuated equilibrium theory. It is argued that stability has taken effect when the National Union of Education Workers has relevant influence and deploys its political action in a political-institutional context recognized by a limited capacity of the Executive to direct the course of reform, or when the legislative branch promotes the status quo . The findings are supported by the qualitative comparative analysis of the last six presidential administrations.
